What’s the Latest on the LA Graffiti Towers?

Currently, the future of the graffiti-covered Oceanwide Plaza towers remains stalled. The federal bankruptcy court has not approved the proposed $470 million sale.

The decision was pushed to July 20. City officials and the purchaser are still negotiating terms needed for final sign-off. The proposed buyer is a partnership led by KPC Development Co., with Lendlease as a partner.

That delay has again postponed broad graffiti cleanup on the vacant high-rises. Many officials view the towers as a worsening symbol of urban blight. Similar crises in other cities have underscored how rising construction costs can leave major residential projects financially unworkable.

Delays, Costs, and Cleanup

The unfinished project has sat dormant for years after the original developer defaulted. High interest rates and rising construction costs have limited progress.

Although some cleaning reportedly has begun, most markings may remain until ownership is finalized. A larger removal effort is expected to start after that.

For some observers, the painted towers also reflect uneasy tensions between unauthorized damage and community art in downtown Los Angeles.

Who’s Buying Oceanwide Plaza?

The proposed buyer for Oceanwide Plaza is a joint venture led by KPC Development Co. and Lendlease, operating through KPC Square, LLC, the entity designated in bankruptcy filings.

This KPC partnership combines private development expertise with creditor ownership, since KPC Square, LLC is owned by affiliates of Oceanwide’s senior creditors. Those creditors became co-owners after gaining control through the project’s debt structure.

KPC Group is led by Dr. Kali Chaudhuri, a former orthopedic surgeon who later moved into real estate development. His company, KPC Development, has built commercial properties in California and India.

The buying group is pursuing the stalled downtown Los Angeles project while facing limited competition. Court filings and reports identify one other serious bidder, Cityview Development, after a much larger field of interested parties narrowed over time.

This kind of contested sale contrasts with Pennsylvania estate events that use timed bidding and soft-close extensions to manage competition.

How Much Is the Graffiti Towers Sale Price?

At $470 million, the proposed sale price for Oceanwide Plaza sets the financial baseline for the graffiti-covered downtown Los Angeles towers now moving through bankruptcy court.

Court filings identify $470 million as the finalized acquisition figure and minimum bid under review. That amount tops earlier as-is estimates of about $450 million by $20 million.

Buyer Breakdown and Debt Allocation

The buyer breakdown shows a joint venture between KPC Development Co. and Lendlease Americas. Their agreement includes cash and credit components.

The stated sale price does not include the roughly $800 million still needed to finish construction.

Of the $470 million total, $70 million is earmarked for debt resolution. The remaining $400 million reflects the asset purchase price tied to the unfinished complex itself.

When Will Graffiti Towers Cleanup Start?

Following the bankruptcy settlement approved in early February 2026, graffiti cleanup at Oceanwide Plaza is set to begin once the sale to The KPC Group is confirmed and the property officially changes hands.

The federal agreement cleared creditor disputes and enabled the city to withdraw its bankruptcy objection after stronger buyer commitments were presented.

Court approval was expected by April 2026, with proceedings extending toward May 6.

Delays End as Remediation Window Opens

The cleanup timeline remains tied directly to the transfer of ownership.

KPC committed to start thorough remediation immediately after acquisition, and Mayor Karen Bass said the work should be finished within three months of possession.

Earlier city deadlines failed to produce action, despite allocated funding, security measures, and community engagement around persistent safety concerns downtown.

Under current redevelopment plans, the long-stalled Oceanwide Plaza towers are expected to become a mixed-use residential, hotel, and retail complex across from Crypto.com Arena in L.A.

Plans call for luxury condominiums, a five-star hotel, and street-level retail spaces with restaurants built into the base.

Design and Investment

The unfinished towers have sat vacant since 2019, but they are expected to keep core parts of the original design.

That includes a 700-foot LED screen projected to be the world’s largest.

The new owners bought the property for $470 million and plan to invest about $850 million more.

That would bring total completion costs to an estimated $1.2 billion.
